2, Yes evenly in all 4 sides. Make a reference mark with a ruler so you’ll evenly retighten the fabric.
3, It’s okay to adjust when needed, just don’t remove the whole cloth and try to re-stretch the whole thing.
4, It sucks when are doing circles does distort circles to a noticable level. do it evenly.
