1, Super glue D-rings to the latex glue, then I glue the backing over it, either felt or non stick, and cut holes for the rings. I have also seen people cut out and glue to a piece of wood backing.

2, when im putting the backing on it I'll fold paracord into a loop probly about a foot of cord and fold in half to make a loop at one end, hot glue it in-between your backing and the rug and then cut a small hole in backing pull the loop through and attach a carabiner

3, A pocket with dowel all the way across is the best I’ve found. A loop or hook will eventually sag.
